Regional Workshop Reviews Producer Companies and Strengthens Implementation of DCH Schemes

The Office of the Development Commissioner (Handicrafts), Northern Regional Office, New Delhi, organised a One-Day Regional Workshop/Seminar on “Overall Review of Producer Companies and Implementation of DCH Schemes” on 6 October 2026 at the Conference Hall, Rajiv Gandhi Handicrafts Bhawan, Palika Kendra, Connaught Place, New Delhi. The workshop brought together Directors of Producer Companies (PCs), Handicraft Service Centres (HSCs) and officials of the Northern Regional Office to review the functioning of Producer Companies, identify field-level challenges and evolve practical strategies for strengthening their institutional, financial and business performance.

Welcoming the participants, Shri Virendra Kumar, Regional Director (Handicrafts), emphasised open and constructive participation and encouraged Producer Companies to place their genuine field-level challenges before the forum for collective resolution.

The workshop adopted a comprehensive “PC 360° Review”, covering governance, statutory compliance, business performance, convergence with other departments, shareholder welfare, programme implementation, Utilisation Certificates, physical and financial closure, artisan databases, MIS, e-Aadhaar and financial management. Particular emphasis was laid on regular Board meetings, proper maintenance of statutory records, timely compliance and effective coordination between PCs and HSCs.

A major focus was on transforming Producer Companies from programme-oriented organisations into market-driven, commercially viable and sustainable enterprises. PCs were encouraged to improve product quality and range, strengthen market linkages, identify customers, utilise programme-supported assets effectively and systematically monitor sales, orders and artisan participation.

The workshop also stressed timely completion of programmes, submission of UCs and systematic documentation under the “Plan–Prove–Close” approach. Participants were advised to maintain complete and traceable records covering programme evidence, payments, MIS entries, UCs and physical and financial closure. Reliable artisan databases, accurate MIS, financial discipline and prescribed PFMS-based payments were also highlighted as essential for transparency and accountability.

Special emphasis was placed on strengthening membership and share capital so that Producer Companies become genuinely member-owned and financially sustainable enterprises. The importance of digital market access through IndiaHandmade.com was also highlighted. Participants were encouraged to register on the platform, improve product presentation, packaging, pricing and digital visibility, and expand their customer base beyond geographical boundaries. During the workshop, it was informed that artisans, Producer Companies and producer groups had collectively generated approximately ₹45 lakh in business through IndiaHandmade during the preceding seven days.

The workshop further featured successful business models and initiatives of selected Producer Companies, including Kashmir Carpet Producer Company Limited and Suryanagri Kadhai Craft Producer Company Limited, demonstrating how collective ownership, traditional craftsmanship, product innovation, professional management and market linkages can create sustainable livelihood opportunities for artisans.

A 10–20–30 day follow-through framework was emphasised to convert workshop deliberations into measurable action, with defined timelines for updating records, resolving documentation and MIS gaps, completing programme closures and strengthening market initiatives, membership and share capital.

In his concluding remarks, Shri Virendra Kumar appreciated the active participation of the Producer Companies and assured that genuine issues raised during the workshop would be placed before the competent authority. He called upon all stakeholders to work with a shared vision of “Strong Producer Companies, Empowered Artisan Shareholders and Sustainable Handicraft Enterprises.”
