UP Assembly prohibits pan masala and tobacco, with fines for violators.

Effective immediately, the Uttar Pradesh Assembly has banned pan masala and gutka consumption inside its premises to maintain cleanliness. Speaker Satish Mahana made this decision after a legislator was caught spitting gutka in the main hall entrance. Those breaking this rule face a ₹1,000 fine and further repercussions.

Speaker Mahana, accompanied by Minister Kori, MLAs Singh and Singh, visited the site post-incident, instructing sanitation staff to clean the stain. A video of him overseeing the cleaning went viral. Mahana expressed frustration, questioning why everyone should suffer for one legislator’s actions and if the staff would be continuously cleaning spitting stains in the Assembly.

Mahana requested officials to identify the guilty legislator responsible for soiling the carpet. In a speech at the House, he disclosed that a lawmaker had spit ‘paan masala’ in the assembly hall. Mahana stressed that maintaining cleanliness is a joint obligation of all members and citizens of Uttar Pradesh. However, he refrained from naming the individual to avoid public humiliation.

Mahana urged members to intervene if they witness misconduct and offered the unnamed legislator a chance to step forward voluntarily. He stated that if the legislator doesn’t confess, he will publicly expose him. Mahana emphasized that it would be preferable for the legislator to confess directly to him to avoid being called out.
