The Indian government plans to enhance cybersecurity measures for the wind energy sector. The Ministry of New and Renewable Energy (MNRE) will soon release a directive banning the sharing of operational data from Indian wind farms with foreign nations. This decision follows recommendations from National Security Advisor Ajit Doval and Niti Aayog, with implementation expected in approximately three weeks, according to Moneycontrol.
The new ‘cybersecurity clause’ requires the establishment of R&D and data centers in India within six months. Despite requests from foreign companies for an extension, the MNRE is unlikely to alter its draft guidelines. This rule applies equally to both Indian and foreign manufacturers operating within India.
Wind turbines pose a greater cybersecurity threat compared to solar or thermal energy systems due to their distributed nature, dependence on remote monitoring, and potential for significant disruption if hacked. In August 2022, Doval investigated the increasing presence of Chinese OEMs in the wind sector, concluding that these systems are “highly vulnerable” to cyber attacks, highlighting the urgent need for enhanced security measures in this area.
The Niti Aayog report highlighted that wind turbines can connect with utility operators through a device known as the power plant controller, which exposes them to cyberattacks that could disrupt grid operations. Cybercriminals may exploit this connectivity to access other valuable assets. Additionally, the report raised alarms about foreign ownership of renewable energy assets in India, suggesting that such control could jeopardize the national grid and critical data security.
Indian manufacturers like Suzlon have expressed support for new regulations, emphasizing the need for timely implementation. JP Chalasani, CEO of Suzlon Group, stated, “We informed the MNRE of our full compliance with these conditions. Amid ongoing geographical tensions, ensuring cybersecurity is crucial.”
